Parking Services Department


Mission Statement:

Our mission is to uphold a safe, consistent, and compliant parking environment by enforcing all Borough and State regulations with efficiency, integrity, and a strong commitment to exceptional customer service.


The Parking Services Department Manages the following:

  • Residential Parking Program sales and management
    • Parking permits for: homeowners, renters and student renters in approved student housing.
    • Guest Passes: this year we are asking residents to schedule a quick visit to pick up their guest passes in person. 
    • Business Permits
  • Surface Lots utilize the Flowbird app
  • Meter Rentals
  • Borough owned parking lot enforcement and management
  • Enforcement of State and local parking ordinances, meters and permits
  • Ticket payments and appeals
  • Oversight of the Borough owned parking garages
    • Bicentennial Garage – 20 South High Street
    • Chestnut Street Garage – 14 East Chestnut Street
  • Booting 
  • On street handicapped sign program
  • Posting for funerals, special events & street closures

Short Term Parking in the Borough

The Borough of West Chester owns and operates 2 parking garages and several flat lots throughout the area, as well as many meters for on-street parking. If you are parking at our lots or on the first floor of the Chestnut Street garage, you will want to download the Flowbird app (links for: Apple Android). Please be advised that we will be removing the meters in town. There are kiosks available for credit card payment, but we highly recommend downloading Flowbird. There is a 3-hour time limit for parking on-street. If you want to stay and relax in the Borough, which we hope you do, please use the map below to find one of our lots!

For best service, please turn off the wifi on your cell phone when using the Flowbird app to pay.

Enforcement hours at meters and lots are as follows:

  • Monday-Wednesday: 8am-10pm
  • Thursday-Friday: 8am-midnight
  • Saturday: 5pm-midnight
  • Sunday: none 

Some lots have special leased areas and different enforcement terms. Please check signage to confirm.

If you are reaching out to dispute a ticket, information on how to proceed and unacceptable grounds for appeal may be found here

If you are reaching out to make a parking complaint during office hours (8am-4pm), you may call 610.696.4521 or email parkingdepartment@west-chester.com. A staff member will send an officer out as soon as possible. Please do not email the Director or personal email addresses for staff for items that need immediate attention.  

If you are reaching out to make a parking complaint after 4pm and on weekends, please call the West Chester Police non-emergency number 610.696.2700. Dispatch will help facilitate the appropriate response. If it is something that can wait, you can always email documentation to parkingdepartment@west-chester.com. Please do not email the Director or personal email addresses for staff for items that need immediate attention.  

PLEASE BE ADVISED THAT AS OF FRIDAY, JANUARY 19th BOTH BICENTENNIAL AND CHESTNUT STREET GARAGE WILL BE GOING CASHLESS. PLEASE PLAN ACCORDINGLY.
