Permit Parking Areas


Residents who live in a permit parking area are required to purchase an annual permit to avoid receiving a parking ticket. If you are unsure whether you are required to purchase an annual permit, please check the Service Area Lookup map and search your address.

Residential Permit Petition 

If parking is an issue on your block, and you believe parking permits should be required in order to utilize street parking in your neighborhood, please view the Residential Permit Petition (PDF).

Permit Policies 

  • All outstanding parking tickets must be paid before a permit can be issued.
  • If you do not provide all accurate, required information, your permit will be denied and you will need to resubmit.

Applying for a Residential Parking Permit

Permits must be applied for online, except in exceptional circumstances, in which case you may visit Borough Hall by appointment only. You may set up an appointment via email (parkingdepartment@west-chester.com) or call 610.696.4521.  We do not accept supplemental application materials via email or in person. They must be uploaded to your tocite account

Requirements 

1. Valid Pennsylvania vehicle registration with the Resident's name- If the vehicle is not in your name, you will ALSO need to include the affidavit of responsibility and declaration page of the auto insurance policy listing you as a driver.

2. Two current proofs of residency with the Resident's name and the West Chester address. If you are a renter, you MUST provide an executed lease as one proof of residency. Your permit will expire when your lease expires.

Acceptable items may include, but are not limited to the following:

  • Signed Rental Lease (Required for ALL renters)
  • PA Driver's license
  • Voter Registration Card
  • Utility Bill
  • Bank Statement (No Junk Mail Will be accepted)


Applying for a Guest Pass


GOOD NEWS- if you are a homeowner or non-student renter and your permit has been approved, you may swing by to pick up your guest passes! Please understand that we are still very busy, so there may be a wait time. Bring your driver's license WITH YOUR ADDRESS. If you are a renter, you will need to bring your lease.


Requirements 

Two current proofs of residency with the Resident's name and the West Chester address. If you are a renter, you MUST provide an executed lease as one proof of residency. Your guest passes will expire when your lease expires.

Guest passes may be used ONLY for guests, not for people living at the residence. Passes are valid for 2 contiguous blocks of the permit address and may be used for up to 5 permit days in a row. Any use above or beyond this may be considered abuse, and your guest pass AND your residential permit may be revoked if you are found in violation.
