The Borough of West Chester has added a few new employees to our staff.
Read below to learn a little about each one.
ADMINISTRATION | HUMAN RESOURCES
Karen Armstead – Karen joined the Borough on March 18, 2019 as the Human Resources Director. Karen has knowledge and experience in Human Resources from The Elizabeth Seton Pediatric Center, Metropolitan Jewish Health System, Global Crossing Telecommunications and Dominion Energy, Inc. She has Bachelor of Science degrees in Chemistry and Medical Technology from Virginia Commonwealth University and the Medical College of Virginia and a M.B.A. Degree in Human Resource Management from Florida Institute of Technology. Karen enjoys reading, music and family time.
BUILDING & HOUSING
Karen Sockel – Karen’s first day in the Borough was March 18, 2019. She is an Administrative Assistant in the Building and Housing Department. Prior to West Chester, Karen worked at The Institutes in Malvern, PA for 19 years. Karen has a Bachelor of Arts Degree in Organizational Management from Cabrini College and a Master of Arts Degree in Organizational Leadership from Immaculata University. She enjoys bike riding and photography and has 3 pet rabbits. Karen volunteers at Rabbit Rescue.
FINANCE & REVENUE
Shanita Swinson – Shanita is a Senior Accountant in the Finance Department, effective September 4, 2018. She has experience from the Steel River Building Systems and the Missile Defense Advocacy Alliance. Shanita graduated from Temple University with a Bachelor of Science Degree in Business Marketing. She earned a M.B.A. Degree from West Chester University. Shanita enjoys photography, reading and traveling.
PARKS & RECEREATION
Allison Humphries - Allison joined The Borough on July 30, 2018 and is an Event Coordinator for the Parks and Recreation Department. She has previous Municipal Government experience in Westminster, MD and Newark, DE. Allison has a Bachelor of Science degree in Parks and Recreation from the California University of PA. She is active in community events and adores her pet cat named Raven Blair.
Micaela Winter – Micaela is a Police Officer and was employed on June 20, 2018. Prior to employment in West Chester, she worked as a part time Police Officer in the Borough of Norwood in Delaware County. Micaela earned her Bachelor of Science Degree in Criminology and Psychology from the Indiana University of Pennsylvania. She likes to travel, go to the gym, hike, play soccer and “hang out” with family and friends.
Aaron Diefenderfer – Aaron is a Police Officer for the Borough, effective May 15, 2019. He grew up in West Bradford Township. Aaron is currently a student at Neumann University, pursuing a degree in Public Safety Administration. He previously worked as a Police Officer in Philadelphia, PA. In his spare time, Aaron enjoys traveling with his girlfriend.
Samantha Long – Samantha is a Borough Police Officer, effective May 15, 2019. She grew up in Upper Darby and is a graduate of Upper Darby High School. Samantha graduated (Magna Cum Laude) from Johnson and Wales University. Samantha worked as a Patrolman for the Darby Borough Police Department and as a Deputy Sheriff for the Delaware County Sheriff’s Office prior to joining us here in West Chester. She has a variety of interests including, hiking, concerts, sporting events, “hanging out” with family/friends, the beach/mountains, paddle boarding and trying new restaurants/foods.
Bradley Lord – Bradley became a West Chester Borough Police Officer on May 15, 2019. He graduated from Springfield High School and Wilkes University with a bachelor’s degree in finance. He is a graduate of DCCC Municipal Police Academy, as well. Bradley worked in Berwick Borough before coming to WCPD. He likes spending his free time in Ocean City, New Jersey with family and friends.
Anthony Stabilo – Anthony is a Borough Police Officer. His first day was May 15, 2019. He graduated from Henderson High School and Bloomsburg University with a degree in Sociology and Criminal Justice. Anthony is a DCCC Municipal Police Academy graduate, as well. He worked in West Brandywine, West Pikeland and Easttown before coming to WCPD. In his free time, Anthony is an avid outdoorsman who enjoys hunting and fishing. He loves to watch all Philadelphia Sports Teams. Go Birds!
Corey Shamy – Corey is our GIS Intern in the Public Works Department. He has been employed with the Philadelphia Country Club and the New Brunswick Police Department as an Emergency telecommunicator. Corey earned his Bachelor of Science Degree in Criminal Justice from West Chester University. He is currently a student at West Chester University, and anticipates earning his Master of Science Degree in Geography in May of 2020. Corey enjoys writing music, teaching and attending baseball games. He works on research projects to advance his technical skills and likes shows on Netflix and Amazon, such as Bosch and Stranger Things.
