The Borough of West Chester strives to work closely with their local businesses who serve alcohol to become educated and responsible in respect to the sale of intoxicating beverages. The RAMP program is the mechanism to best help us, together to achieve an educated work force.
Licensees are encouraged to explore and complete the RAMP certification, which is designed to assist licensees in educating new hires, current employees and themselves in legal and responsible alcohol service.
What is RAMP?
All alcohol service personnel must complete RAMP server/seller training within six months of being hired by a licensee, unless the person had successfully completed said training prior to being hired. [47 P.S. § 4-471.1(h)]. “Alcohol service personnel” is defined as any employee of a licensee such as a bartender, waiter or, in the case of a distributor or importing distributor, a salesperson whose primary responsibility includes the resale, furnishing or serving of liquor or malt or brewed beverages. It also means any employee, such as a door person, whose primary responsibility is to ascertain the age of individuals who are attempting to enter the licensed premises. [47 P.S. § 1-102].
Act 141 of 2000 established the Responsible Alcohol Management Program.
RAMP is a voluntary certification that provides incentives for licensees that participate and complete all five components:
- Owner / Manager Training
- Server / Seller Training
- New Employee Orientation
- Signage
- Affidavit Request for RAMP Certification
RAMP includes training and resources available to licensees their employees, so that they may understand and employ responsible alcohol management practices.
RAMP can be mandated under three conditions: sales to minors, sales to visibly intoxicated patrons, or as part of a conditional licensing agreement.
